Recruitment and Retention Proposal (PDF)
The Start Strong PA campaign is working to alleviate the historic child care staffing crisis that is causing classrooms and entire programs to close. We are recommending that the General Assembly support, at minimum, the Shapiro Administration’s proposal to invest in a new and recurring child care teacher recruitment and retention line item in the final 2025-2026 budget.
Speak Up!
Pennsylvania state child care funding continues to do little to improve accessibility and affordability for families and does nothing to address the child care staffing shortage.
PA must Speak Up! Our elected officials must hear from child care directors, teachers and the families that depend on child care.
Working Together Webinar Series
The Pre-K for Pa and Start Strong PA Working Together Webinar Series aims to bring together advocates and campaign partners to discuss how we can best work together to fight for children, their families and early learning providers that support, care for and educate them. Over the past 4 years we have connected with over 3,000 advocates sharing with and learning from one another to support family friendly policies and programs and to secure the necessary funding to sustain them.

Leadership in Action
The Leadership in Action Program is designed to offer opportunities and resources for early care and education programs to be advocates, whether you have been raising your voice for years or are considering it for the very first time. Our goal is to make quality early learning accessible and affordable through improved policies and increased funding—but we need your help to do that!

Provider Advisory Board
In Spring 2022, the Start Strong PA and Pre-K for PA campaigns launched the Provider Advisory Board. After receiving more than 200 applications from individuals working in every Early Learning Resource Center (ELRC) region, a diverse group of 40 early childhood professionals from across the state were selected.
Now in it’s second year, the Provider Advisory Board aims to strengthen the influence of the early childhood provider voice, providing feedback on early childhood policy for the campaigns and assist in growing the network of providers willing to mobilize and advocate on behalf of the early childhood field.

Our coalition’s size and strength will demonstrate to Pennsylvania lawmakers that they can not ignore or deny that child care works and that increasing funding is critical for children, families, businesses and our economy.
